[Bug] Observability Services: apm-server, no logs, traces, metrics within #170621

Kibana version:

8.11 (on Cloud)

Describe the bug:

When as a user first land on the solution page after creating a new fresh deployment and goes to the Explorer we are showing logs from the Enterprise search endpoint by default.

When user opens Services the only one showed is apm-service after the deployment creation, there are no traces, logs, or metrics within the service.

The logs seem to be coming from Enterprise search audit and API services and the APM service is the APM server component available in Integrations Server.

Steps to reproduce:

  1. Create a new 8.11+ deployment in Elastic Cloud
  2. Open Services page

Expected behavior:

As a user I would expect to see an empty state that guides to add the APM integration.
