[Fleet][Self-Managed]: APM integration overview page fails to load, when the integration is never installed.

VERSION: 8.10.0 BC7

Host OS and Browser version: All, All

Preconditions:

1. 8.10.0 Kibana self-managed environment should be available.
2. APM integration should never be installed.

Steps to reproduce:

1. Navigate to integrations tab.
2. Select APM integration> click Manage APM integration in Fleet.
3. Observe blank page for APM integration overview page.

NOTE:

• Issue gets resolved on once installing the APM integration.
• Issue is also not reproducible if APM integration is later uninstalled

Expected Result:
APM integration overview page should load completely, when the integration is never installed.

@kpollich How can APM integration not be "installed" if it is natively bundled with kibana?

Just because the package is bundled does not mean it is present as a preconfigured package in kibana.yml. In self-hosted, it is possible to not have the package installed despite being bundled. In cloud, this is not possible due to the nature of the cloud configs we ship. So, this issue seems valid for self-hosted.

We have revalidated this issue on latest 8.12.0 BC3 self-managed kibana cloud environment and found it still reproducible.

Observations:

• APM integration overview page fails to load, when the integration is never installed.
