Kibana Version:
8.8 (main as of 376c48a)

Description:
Panel placement behavior has changed at some point after 8.7.2. I've observed that when cloning panels and add panels from library, the new panel occasionally gets wedged in random spots on the dashboard.

Expected behavior:

New panels should be added to any open space in the dashboard where it can fit or at the bottom. Cloned panels should only be placed to the right if there is an open space or just below the original panel.

Changing this to impact:low because users usually aren't cloning the same panel multiple times, and the workaround is just to drag the panel into a more appropriate place.

That said, we tested this in 7.17, and there has definitely been some change in behaviour since then.
