Summary

When enabled in Cloud, Logs & Metrics collection will spawn metricbeat processes with the corresponding modules configured with xpack.enabled: true. With GA packages we should migrate the collection methods to an Agent running the necessary integrations.

This issue tracks necessary work and prerequisites to make this possible. There's likely little to no work on the packages/Stack Monitoring but we should coordinate with Cloud/Fleet teams.
