Add Custom sorting for the Level column by severity, i.e. for descending sorting: error -> warning -> info.

## Summary

Part of #143034

Adds custom sorting for the notification level.

- For descending sorting: `error` -> `warning` -> `info`
- For ascending sorting: `info` -> `warning` -> `error`
