Feature:ILM

Describe the feature:
In the ILM policy creator/editor there are a lot of actions in the "advanced settings" sections. When editing a value like "Downsampling" this can add friction to the UX because the user has to scroll a lot to configure these values.
It would be really useful to filter out ILM policy actions so that just the relevant actions are showing and increasing the chances that the user will be able to get a good sense of continuity between the configurations. One approach could be doing something similar to the VS Code settings filter:
In the ILM form if the user types "down" this could fuzzy match just the relevant actions dynamically shrinking the form down to the configuration of interest.
As a bonus, we could add this to the URL so that when a user shares their form with another user by copying their location the other user sees the same filtered state.
