(Meta) Instrument and visualize routes, test runs, failures in Kibana

Description

Accessibility specialists and quality assurance engineers are interested in visualizing the routes, test runs, failures, and silent failures (report only) in Kibana. This meta issue will gather the work streams needed to implement this request.

The long-term plan

We're looking to move products and features from low to no a11y test coverage, to reporting violations without breaking, to stable tests that break on a11y violations due to regression. This will be a longer tail process, and will help us understand the accessibility landscape better because we'll have more data to work with.

• (Internal) Visualize and report all tests that run in Kibana #139954
• (Internal) Visualize the delta between routes with functional tests and routes with a11y tests #139949
• (Internal) Report and visualize all accessibility tests that report violations to the console but pass CI checks #139952
