[APM] Add rule types to the general list of rules available

Summary

The current list of rules available for APM are missing a few rule types. Already reported in #126580 that we need to add the capabilities to report anomalies on throughput and failed transaction rate which should also be added to this list.

Current list rule types

• Error count threshold
• Failed transaction rate threshold
• Latency anomaly
• Latency threshold

• Error count threshold

• Latency threshold

The description for the Anomaly rule is incorrect. We do not produce alerts for anomalies on throughput or failed transaction rate. Only for latency. I created an issue for that here: #159288
