Looks like the cloud environment is not set up with enough resources for this test to pass. Curious that it passes in Kibana CI but not Cloud.

I ran this test suite in the flaky test runner for cloud: https://internal-ci.elastic.co/job/elastic+estf-cloud-kibana-flaky-test-runner/JOB=flakyRun2,TASK=saas_run_kibana_tests,node=ess-testing/278/

There is one that failed inconsistently: dashboard Reporting Dashboard Reporting Screenshots Preserve Layout downloads a PDF file: small dashboard
