[Monitoring] Enter setup mode button shouldn't appear on setup mode after visiting other pages

Describe the bug:
When a user enters on setup mode in Stack Monitoring and then visits any other page if the user goes back to Stack Monitoring they still are on setup mode but the "Enter setup mode" button also appears.

Steps to reproduce:

1. Go to Stack Monitoring
2. Click on Enter setup mode
3. Go to any other page outside Stack Monitoring (for example, click on the Elastic logo)
4. Go back to Stack Monitoring
5. User is still on setup mode and they also see the "Enter setup mode" button

Expected behavior:
5. The "Enter setup mode" button doesn't appear

Any additional context:
If there is more than one cluster, the user goes to the Listing page. You have to select one of the clusters to go to the Cluster Overview page to be able to reproduce the bug.
