All PRs will be in unknown category if areas are not defined in configuration

For the Endpoint repo, there is not a great definition for areas in the config object. In other repos the areas are usually defined by team labels. This causes all PRs to be grouped into "unknown area". Ideally they would still be grouped by feature, enhancement, etc from the release_note: label. This only causes issues in the prepare release notes view, the final ascii is grouped fine.

An alternative solution is process improvements in the Endpoint repo around labelling.
