[CI] Migrate CI container store to artifact registry

Currently we build our CI bot to run on Google Cloud Run which stores the containers in Container Registry. This container handles triggering of CI on PR and branches as well as a few other tasks. See config here.

Container Registry is deprecated so we need to migrate the container this to use Artifact Registry.

This is an intermediate step before we asses what is involved in #2499
