Load generator data ingestion fluctuation for Azure

Having rerun the throughput numbers for 8.16.0, we found some inconsistencies in load being generator for Azure, see APM Dev.

Result

The result of this issue is that the throughput is highly correlated to the input; a significant variance in input results in high throughput variances, as can be depicted by the 15gb runs.
