Unify format of the various spell sections

Right now we have different formatting needed for the various spell groups. Unifying this would make it easier on folks so they didn't have to remember which section uses which format. It would also allow for people to use anchors and aliases for all sections

I know we spoke about this on Discord, but now I don't remember which sections we meant. Is it combat_spell_training and offensive_spells ?
Any others?

waggles, magic_training, training_spells, combat_spell_training, crafting_spells and offensive spells. I don't think we have any other spell sections.
