level0 and level1 schemas

Any document which conforms to eltec-0 also conforms to eltec-1 : it's a pure subset. So there is no reason to treat them differently in the publisher app. I suggest you simply hoover up texts from either directory and treat them all as if they were in level1. (No text should ever be in both directories)
