Processes: Create DeleteTechnicalUser Process

Description

The current processes to delete a technical user needs to be adjusted. The existing dim user process needs to be adjusted to handle the deletion for external as well as internal technical users. for external technical users the process can stay as it is. for internal technical users new process steps need to be included.

Acceptance Criteria

• Clarified handling of the than asynchronous process in the frontend
• New process for DeleteTechnicalUser in place
• All process steps have retrigger steps where it makes sense

Proposed split would be DeleteCentralClient, DeleteIdentity, DeleteIdentityAssignedRoles
