Migrate SimRel + Planning Council wiki pages

This issue is to track moving the SimRel + Planning Council wiki pages from the soon to be deprecated Eclipse Wiki pages to the eclipse-simrel organization.

Here is a list of all the pages (or collections of pages) that need to be migrated:

• Archive all older pages (As the migration of old pages takes some effort I propose moving some of the older releases as generated HTML. I did something similar when I moved CDT - see https://github.com/eclipse-cdt/cdt/tree/main/NewAndNoteworthy/OlderReleases for an example)
  • Individual release page wikis (like https://wiki.eclipse.org/Category:SimRel-2019-06 and https://wiki.eclipse.org/SimRel/2019-06/Simultaneous_Release_Plan) for older releases (TBD what counts as "older" for this purpose)
  • All of the pages on https://wiki.eclipse.org/Category:Coordinated not included already
  • https://wiki.eclipse.org/Planning_Council/Meeting_Archives and all the more recent meetings on https://wiki.eclipse.org/Planning_Council

Items TODO after migration:

• embedded googlecalendar's don't work in GitHub markdown, they can work (probably) in jekyll rendered pages.
• decide how to handle tables - tables in markdown are less feature full than wiki, which means many tables in the migrated markdown use html style tables.

The planning council discussed this on the mailing list.

At planning council today we decided that we would migrate initially into this repository, focusing on content and written in markdown. In the future someone can take on the task of styling the work and perhaps publishing it to GitHub pages.

Note that using the wiki in GiHub was considered, however the wiki on GitHub has numerous limitations, such as no ability for PRs to be created against them and no proper folder support.

All the current(ish) pages have been migrated (see checklist above) with manual redirections added to the corresponding pages on the wikis. Next steps is to modernize and update info in those pages.
