To reproduce

  1. login with a user who has grants (like nih-user)
  2. click on "Manage Grants' Submissions"
  3. initiate a submission from that table

Observe that on the Basics screen you don't have an option to prepare a submission on behalf of someone else.

This may occur if a co-investigator wants to prepare a submission on behalf of the PI.
