Unable to edit submitter after progressing through workflow

Steps to reproduce

1. Login as nih-user
2. Start a submission and prepare it on behalf of [email protected]
3. Enter in a DOI for the submission (e.g. 10.1016/j.neuron.2015.04.009)
4. Click Next to move to the Grants selection.
5. Click Back to the Basics

No dialog is presented to alter the submitter you are preparing the submission for.

The submission in Ember still contains the correct values for submitterEmail and submitterName. Moving forward through the workflow preserves those values. So it seems that Ember is maintaining the state properly, but it isn't displaying the dialog which would allow the preparer to change the submitter.
