Mock Entrez IT PMIDlookup

There was a transient issue with the entrez service being down during the release.

• Mock the IT
• Keep a disabled IT that can be used for manual tests, but won't be run during the release.

@dkriethof No this is something that would be good to do. It was causing intermittent issues during the release so we disabled it. It's code from the old pass architecture and if we end up mocking the entrez service it would prevent random failing of the IT. I would consider it low priority at the moment.
