Disable direct pushing to main

What?

Disable direct pushes to the main branch in our github repositories. This includes JHU repositories. Make sure release actions can still push to do version bumps.

Why?

This will prevent accidental history overwriting of main.

How?

Use otterdog.

Possible to do version bump by allowing the bot to make the merge with otterdog config

• requires_pull_request
• bypass_pull_request_allowances
