What I was trying to do--use Emacs 29.1 with built-in eglot, with jdtls as the language server, and obtain completions with eglot with jdtls as the backend--seems to work more reliably (perhaps perfectly) with the latest jdtls snapshot build 1.28 from 2023-09-14, but does not work with the latest milestone build 1.9.0 from 2022-03-03. Admittedly, that milestone build is 18 months old at the time of writing, but evidently a lot has changed. Given this experience, I wouldn't recommend to anyone to use a jdtls milestone build.
