As is, the ranking system aims to create a ranking of all projects of uniform 'quality', where quality is how close the ranking is to the theoretical 'true' ranking.
for DurHack, we don't care about having uniform quality - we only care about the top end of the ranking - so we would prefer to create a ranking whose quality distribution is more 'dense' at the top end than at the bottom.
Idea 1: percentile based
Once all teams have been seen n times, stop sending judges to teams ranked to be in the bottom xth percentile (where n and x are configurable values)
