Allow themes to disable settings and take control of placement

Settings about placement should be optionally disabled by themes if they choose to handle placement.

Is it possible to place the syndication links not at the end of each post, but in the comment section? To not primarily indicate the content syndication, but the option to comment with a reply elsewhere.
