just my 2 cents… depending on the implementation, I think it is not ok to load it by default without consent from an user #gdpr issue.
the reCampcha is communicating with Google and this has to be opt in by the user I guess…

I think this is considered as a cookie necessary for site to work as it's therefore excluded for opt-out. Same applies for any analytics unless you use remarketing or something similar to target that specific user.

Depends on the law of the current country maybe. The Service reCaptcha is not in the EU. So date will be saved at non EU Servers and also Google maybe will use the data of the hits.
I am not a lawyer and a bit sick of gdpr topics ;P in AT it is e.g. not allowed to use Google Analytics without Opt-In even if you just use it for statistics!
I don't want to kick off a discussion (sorry for that) just wanted to add my 2 cents :)
Maybe just implement it and it's fine: ;p
