Add clear API specification into top level init.py #33

We should add common public classes/functions into top level __init__.py so library users can do something like this:

from pynotify import notify
from pynotify import AsynchronousReceiver
from pynotify import BaseHandler

i.e. they don't need to know exact submodule, but can import everything from pynotify.
