SYSLIB1092 usage of 'LibraryImportAttribute' does not follow recommendations

The latest repo gets many suggestions below that clutters up the error window.

Many could be easily eliminated by changing

byte[] inData,

to

[In] byte[] inData,

Some are more difficult to fix and it not obvious if the fix should be [In] or [Out] or disabling SYSLIB1092 in editorConfig
