[main] Ubuntu2404Arm64_Offline_MsftSdk_arm64 failing in runtime with error NETSDK1096 #4741

Link to pipeline run (internal Microsoft link)

This is the error message:

Microsoft.NETCore.App.Runtime -> 
    /vmr/src/runtime/artifacts/bin/Crossgen2Tasks/Release/net10.0/Microsoft.NET.CrossGen.targets(464,5): error MSB6006: "/vmr/.dotnet/dotnet" exited with code 139. [/vmr/src/runtime/src/installer/pkg/sfx/Microsoft.NETCore.App/Microsoft.NETCore.App.Runtime.sfxproj]
    /vmr/src/runtime/artifacts/bin/Crossgen2Tasks/Release/net10.0/Microsoft.NET.CrossGen.targets(352,5): error NETSDK1096: Optimizing assemblies for performance failed. You can either exclude the failing assemblies from being optimized, or set the PublishReadyToRun property to false. [/vmr/src/runtime/src/installer/pkg/sfx/Microsoft.NETCore.App/Microsoft.NETCore.App.Runtime.sfxproj]

The build specifically fails during one of the _CreateR2RImages tasks. The failing task runs for /vmr/src/runtime/artifacts/bin/microsoft.netcore.app.runtime.ubuntu.24.04-arm64/Release/runtimes/ubuntu.24.04-arm64/lib/net10.0/System.Net.Security.dll
