Big screen device like PC windows, Mac, Android tablet and iPad that the user would like to use the mouse instead of scroll the list to bottom to refresh data.

One contributer from microsoft/microsoft-ui-xaml#60 ported to a separate lib for WinUI3 here https://github.com/marcelwgn/PagerControlPolyfill
