User story:
kunne rapportere på feil i skjemaer som blir sendt som varsel til brukeren

Make it possible to view all open applications that has been sent in from users in the dashboard
When viewing a specific application it should be possible to send the applicant an e-mail with a custom message describing whats wrong with the application. This e-mail should include a link that lets the user make a change to the application and resend it.
