Synology Docker install fails

I'm attempting to install Ispy and here is the linked report from the CLI

I have tried images from Synology and failing there as well. This seems the closest I have come, but I can not connect to the web page. I keep getting the same port 3478 is in use on the other images as well. I have checked the system and that port does not appear to actually be in use. I suspect this is my issue, but don't know how to work around it.
I did a netstat -tulpn and it is indeed not showing as in use. Any help appreciated.

I do not understand exactly what was wrong with the install, but I was creating directories from within Synology gui. I kept deleting the container and started creating manually the directories it complained about from CLI exactly as the complaint was. Eventually I finally got all the directories created this way. But trying from within Synology was an utter failure. Hopefully this will help others.
