Deployment environment deprecation and removal

Hey there!

I'm poking over here to let you know that I'm going to shut down the doctrine/automatic-releases deployment environment on heroku at the end of this month, or at the earliest convenience next month (will still pay for August).

I've worked on turning this project into a github action, which is now available at https://github.com/laminas/automatic-releases

I've already configured all the necessary organization secrets at https://github.com/organizations/doctrine/settings/secrets.

What's left is:

1. copying over the examples/.github files from laminas/automatic-releases
2. rename master to the correct target release branch (master is no longer considered a release branch by the tool)
3. try it out :-)

@carusogabriel FWIW, I just tried it on psr7-sessions/storageless#134, resulting in https://github.com/psr7-sessions/storageless/releases/tag/7.1.0
