The element substeps is not handled at all by the manpages stylesheets. Any content under it is just garbled into what is rendered for the containing step.

AFAICT, this could be fixed fairly easily by treating substeps just like a procedure in the stylesheets.

Substituting a nested procedure for substeps in the source document is also a viable workaround.
