Example:

in admin panel I see:
Dear colleagues! Redmine server is under maintenance till 03.04.2014 19:00.

on login page I see:
Dear colleagues! Redmine server is under maintenance till 03.04.2014 23:00.

4 hours discrepancy.

Both admin and user have the same timezone. The same goes for the server system time.
