When commcare-cloud is set up to run on boot, stop downloading stuff

When commcare-cloud checks ansible galaxy for updates, this sometimes takes minutes on a slow connection, and is annoying when you are just trying to do simple tasks on the control machine. I often get around this by logging in directly as the ansible user, but it ends up meaning that individual user accounts are pointless.
