Adding Ethnolinguistic Map and Overlays

As part of the Ethnolinguistic map, we want to be able to add overlays over the SVG political borders map that allows for the user to see different characteristics such as languages/ethnicities/religions that can then be seen over and compared to the political boundaries map.

• Implementing the political borders Africa map (he code already exists for the Democracy Visualization Heat Map, so it just needs to be added/rendered in the frontend)
• From the datasets that we find, create colored overlays (see the Africa Map) for the different characteristics that we want to show. Overlays to include:
• Linguistic
• Religions
• Politically relevant ethnicities
