In tutorials repository https://github.com/devonfw-tutorials/tutorials/blob/main/.github/workflows/buildMain.yml save the new files and changed files and into variables and pass them to the buildMain.yml of the katacoda-scenarios repository. Pass the variables as arguments to the publish.js.
In publish.js only update the scenarios that are either new or changed. In cleanUp() only delete the scenarios, that were changed.
