Document and test procedure to run web app from KPNO #12

All the necessary files are already at KPNO so it should be sufficient to run a simple web server at KPNO that can serve static files, then use an ssh tunnel for HTTP(S) to view the web app on a local browser.

This issue is to document and test the steps necessary to accomplish this.
