Initial Notes:

• For consistency and ease of use we usually require that all columns be in ALL CAPS, can you please update the column names to be ALLCAPS?
• Please be sure to add extension names (in ALL CAPS) when you get a chance, so that the headers can be referenced by name and not index
• Where necessary please also add units to the relevant comments (e.g. units of degrees for columns TARGET_RA and TARGET_DEC)
• Please add a data model to the README, listing columns, their data types and descriptions and, where relevant, their units.
