Update test workflow dispatch

We want to have a lot more control over how we launch them when we launch them manually, but it would also be nice to have some presets.
So I am going to want to make an action whose job it is to take into account all of the input (or lack thereof) and then determine if we are in a release or feature pr or main or whatever (and those can be essentially some of our presets) and then that action has outputs that are uniform throughout all other workflows and actions, that way the workflows won't need to worry about it
