Make GitHub workflow for running wsl and mac tests

It might be a good idea to run our tests across the other major operating systems as well. This is especially relevant while we have to get a Rust environment running on the developer's machine, once we can remove the Rust compilation and just ship a Wasm binary, perhaps this need will go down over time. But still seems like it would be a good robust idea.
