Provide tested HA configuration for keycloak #847

Upstream ticket: defenseunicorns/uds-bundle-software-factory-nutanix#148.

We would like a tested HA version of the Keycloak config to be provided for our use (delivery on Nutanix). It broke when we attempted it last time.

This has been validated in an external staging and prod environment, as well as with some dev tasks (test:uds-core-ha).
