Update slim-dev bundle to import base and identity layers

This issue depends on #827 and #828 being completed.

Once the base and identity/authorization layers are implemented in uds-core the slim-dev bundle should be updated to reference those two packages instead of the existing core-slim-dev package. The slim-dev package (zarf.yaml) can be deleted, and any associated CI/tasks should be updated to ensure proper layers are built instead of it.
