Consider allowing certain commands to run even if a provider is not present

As a validation developer, I may want to run a command such as lula dev get-resources to verify the outputs. This currently fails if the input file doesn't pass schema validation. It would be nice if lula dev get-resources could run successfully even without a provider present in the input file.

I imagine there is a broader possibility for other commands to work as long as the necessary subset of the overall schema is present, we can re-write this or break it into smaller issues as needed.
