kubernetes domain - create resources compose support

the create resources option of the kubernetes domain allows for specification of manifest files. Compose operations should be able to account for these and package them accordingly.

Describe the solution you'd like

• Given a kubernetes validation is present with a create-resources manifest file referenced
• When compose operations are executed
• Then Required files are packaged and pulled

Describe alternatives you've considered

require absolute paths

This should align with decisions made in #715
