There is a lot of inconsistency with these effects being applied to cards and containers across the app. Every interactive card and container that contains the primary interactive content on a screen should have the raised dimension effect applied to create consistent visual indicator to user that something is interactive vs passive.
Card components should also have the hover and active effects applied to them consistently, as documented here:
This more than likely needs to get broken down into many issues to hit parts of the app at a time, but I wanted to throw this up to get the process started.
In addition, we are going to add a page to the design system to better document these effect styles in one place next week.
