Sablier PoC integration for Shutter

Shutter have had a problem creating proposal with complex data structure (specifically - tuple with nested tuples and array of tuples).
In order to support them - we made PoC implementation of specific proposal submission which is Sablier V2 stream creation.
On-going work happens here: #1491
We might spin off this work into full scaled integration later on.

Moved to "In Review" since all the work from our side is done. Waiting for final round of testing from Shutter, then we'll validate segments for mainnet proposal and they should be good to go.

As Shutter has paused this but has confirmed it works, shall we move this back into backlog @adamgall / @mudrila ?
