Develop security considerations

Develop a set of security considerations that guide the development of the protocol(s).

The security required is often a function of risk. We may need multiple options to cover different levels of risk.

As an example, transaction tokens are intentionally bearer tokens to address mix of performance and improved security. I would not recommend them for solutions where sender constrained tokens are required for every hop (at least not with the technology that we have today).
