Link to the page on docs.getdbt.com requiring updates

Joel Labes flagged that the top result for dbt cross project is an old FAQ about using packages.

We should update that FAQ to explain project dependencies, the differences, and link to the relevant govern sections.

We should aim to fix this before Oct, if possible.
