Multiple gang sign triggers do not return cards to hand in between. #662

As such you always get to see fresh cards.

It also creates a curious overflow issue when gang sign is triggered while running another server (by quantum predictive model) where when more cards than in hand were drawn, overflowing into the cards accessed on the other server.
